Morocco is facing international outrage after reports surfaced that the country plans to kill up to three million stray dogs as part of a massive “street clean-up” campaign ahead of the 2030 FIFA World Cup, which it will co-host with Spain and Portugal. Animal rights groups allege that dogs are being brutally killed using poison, shootings, and beatings, often in public areas and in front of children.

The Moroccan government denies organizing a mass cull, claiming these are isolated incidents and not part of official policy. Authorities say they are focusing on a humane Trap-Neuter-Vaccinate-Return (TNVR) program that began in 2019 and received renewed funding in 2024. However, videos and eyewitness accounts shared by activists suggest that inhumane killings are still taking place in multiple cities.

The backlash has reached international levels, with organizations like Eurogroup for Animals and prominent figures such as Jane Goodall urging FIFA to intervene. Some have even called for Morocco to lose its World Cup hosting rights if the alleged culling continues. FIFA has yet to release a formal statement on the matter.
